Graphic Issues ( d3dx9_39.dll was not found)

Graphics and Video card issues:
For those experiencing odd graphics, (for lack of a better term), then I would recommend re-installing your motherboard drivers as this will rebuild your AGP or PCI-E port adapter in Windows.
This will not only help your video card out, but also help with your computers performance in other areas.
Then, re-installing your video card drivers afterwards will allow them to build themself properly off that port adapter.
It's also recommended to run the game in a 1024x768 resolution or higher.
Otherwise some of the buttons may end up off the edge of the screen.
Or if you are in game, it will kind of scrunch everything together and make it very hard to do anything.
Also, make sure your Dirext X components are up to date and not missing any files.
